Denying the Plaintiffs’ Motion for Summary Judgment; Granting the Defendants’ Cross-Motion for Summary Judgment

I. INTRODUCTION

This matter comes before the court on the motion for summary judgment filed by the plaintiffs and the cross-motion for summary judgment filed by the defendants.
