Plaintiffs Brooklyn Heights Association, Inc. (“BHA”), Jane McGroarty, Fulton Ferry Landing Association, Joan Zimmerman, and the New York Landmarks Conservancy filed this action against defendants National Park Service (“NPS”), United States Secretary of the Interior Kenneth Salazar, and Brooklyn Bridge Park Development Corporation (“BBPDC”) to bar any injury arising from violations of federal regulatory law and state law.
