OPINION

RILEY, Judge.

STATEMENT OF THE CASE

Appellants Petitioners, Robert L. Groce (Groce) and Salvatore Desantis (Desantis), appeal the denial of their petitions for judicial review.

We reverse and remand.

ISSUE

Groce and Desantis raise two issues on appeal, which we consolidate and restate as follows: whether the trial court erred in denying their petitions for judicial review.
