In February 1988 the Alabama Insurance Department (Department) filed an administrative complaint against Howard Patrick Howell, an insurance agent licensed in this state. The complaint alleged, among other things, that Howell fraudulently misappropriated over $16,000 of policyholders' funds. The complaint was later amended to contain nine additional counts of alleged insurance violations based on acts committed by Howell after the complaint was filed.
