Leach (hereinafter “FF Leach”), a firefighter injured when he responded to the Pentagon after the September 11, 2001 attack, seeks review of a decision of the District of Columbia Police and Firefighters’ Retirement and Relief Board (“Retirement Board” or “Board”).
