CERCONE, Judge:

Appellant, the Commonwealth of Pennsylvania, raises only one issue in this appeal. The Commonwealth contends that the lower court erred in granting licenses to be private detectives to the two appellees, who are currently employed by the Court of Common Pleas of Philadelphia County as probation officers. 1 The Commonwealth argues that licensing appellees as private detectives contravenes public policy in view of the grave potential for conflict of interest.
