This appeal arises from a challenge to the validity of a public elementary school’s hair-length rule. September M. Toungate, individually and as next friend of her son Zachariah Toungate, sued the Board of Trustees of the Bastrop Independent School District, alleging that the rule was illegal and unconstitutional. Tex. Const, art. I, § 3a; Tex.Civ.Prac. & Rem.Code Ann. § 106.001 (West 1986 & Supp.1992).
