On November 08, 2002, the United States of America (“the Government”) instituted a civil forfeiture claim against the Defendant, Approximately 600 Sacks of Green Coffee Beans Seized from Café Rico, Inc. (Docket No. I). 1 The Government argues that Café Rico’s beans are forfeitable because the beans are not from Puerto Rico, and because importation records reveal no payment of duties for these beans, in violation of 19 U.S.C. §§ 1304, 1319, and 1595(a). 2 Additionally, the Government alleges that Café Rico’s beans are forfeitable because they…
