On July 8, 1975, the United States brought suit against the State of New Hampshire to enforce compliance with the provisions of § 709(c) of Title VII of the Civil Rights Act of 1964, as amended by the Equal Employment Opportunity Act of 1972, 42 U.S.C. § 2000e-8(c) (1970 ed., Supp. IV), and the regulations of the Equal Employment Opportunity Commission (EEOC) published in 29 C.F.R.
