The city of Louisville in March, 1913, granted to the Louisville Gas & Electric Company a franchise or priv*790ilega to lay, maintain and operate in the streets, avenues, alleys and public roadways in the city of Louisville a system of mains, pipes and appliances for the distribution and sale of natural gas, manufactured gas and mixed gas.
