The commissioners of estimate and the commissioner of assessment were appointed by an order of the Supreme Court on the 31st of July, 1913. The proceeding embraced 254 damage parcels and the awards therefor aggregated the sum of $5,971,635.67. On the 18th of February, 1918, the commissioners signed and filed with the bureau of street openings of the law department their abstract of damages; and notice of the filing thereof was duly given as required by law.
