This appeal presents the issue of whether a military prisoner is barred from bringing a 28 U.S.C. § 1331 general federal question action seeking damages, declaratory, and injunctive relief for alleged due process violations by military officials. Plaintiff-Appellant, Frank Nitty Walden II, filed a pro se complaint alleging defendants-appellees violated his rights to due process by the manner in which they conducted disciplinary proceedings against him.
