Conformably to the provisions of the City Election act, C. E. Pope appeared before the board of registry in precinct 17 of the city of East St. Louis, took the customary oath and asked to be registered as a voter. The request was refused and he was notified to appear before the board of election commissioners. Upon a hearing, the commissioners refused to register him. Thereafter, he filed a petition in the county court of St. Clair county by which he sought an order directing the commissioners to register him as a qualified voter.
