On 3 January 1974, in the Circuit Court for Howard County, the appellee, Stephen D. Rosenbaum, filed a suit for a declaratory judgment against the appellants, Victor John Williams, 1 Harleysville Insurance Company,, and the appellee, the Maryland Automobile Insurance Fund (the Fund).
