NEVAS, District Judge.

In this case, the plaintiff, Frank Longo (“Longo”), sues the defendant, the United States Postal Service (“USPS”), for violating his constitutional rights under the First and Fifth Amendments to the United States Constitution by preventing him from soliciting signatures on a petition enabling him to run for political office.
