The city of Houston has a duly enacted ordinance creating the office of boiler and elevator inspector and a board of examiners to examine and license stationary steam engineers and prescribing the qualifications and fixing the license fees of stationary engineers. Without giving the ordinance in full, it is sufficient to say, for the purposes of this opinion, that its provisions relate only to stationary engineers.
