This suit was brought by the sheriff of Knox county attacking the constitutionality of chapter 101 of the Acts of 1921, commonly known as the “Anti-Fee Law.”
The complainant, Saylor, was elected sheriff of Knox county in the August election, 1922, and qualified on the. first Monday in September, 1922. He filed this bill April 3, 1923, charging that chapter 101 of the Acts of 1921 was *362unconstitutional in many particulars set out, naming the county judge and the trustee of Knox county as defendants, averring that they were about to bring numerous suits against…
