MEMORANDUM OPINION ■ AND ORDER
HAIGHT, Senior District Judge:
Anthony D. Fiorino appeals from a decision of an Independent Hearing Panel, convened pursuant to the Consent Decree entered in this case, sustaining certain charges preferred against Fiorino by the Investiga tions and Review Officer. 1 The District Council supports Fiorino in his appeal, pursuant to a prior order of the Court granting the District Council limited standing to do so.
