This case arises out of petitions requesting preenforcement judicial review of two orders issued by the Federal Power Commission [FPC]. If sustained, the orders 1 would require all large producers of natural gas and their affiliates to submit detailed information concerning their exploration and development-related expenditures and activities to the FPC on an annual basis.
