Judi Patrizi (“Patrizi”) initiated suit against Cleveland police officers Scott Huff (“Huff’) and Thomas Connole (“Connole”) pursuant to 42 U.S.C. § 1983 alleging that they arrested her for obstructing official business in violation of Cleveland Ordinance § 615.06(A) without probable cause in violation of the Fourth and Fourteenth Amendments. Huff and Connole appeal the denial of their motion for summary judgment on qualified-immunity grounds arguing that they did have probable cause to arrest Patrizi or, in the alternative, the fact that they lacked…
