MEMORANDUM OPINION AND ORDER

VIRGINIA M. KENDALL, District Judge.

On March 20, 2003, a large group of protestors gathered in Chicago’s federal plaza to demonstrate their disapproval of the United States’ military action in Iraq. The original group, numbered between five thousand and ten thousand, left the Federal Plaza and began to march northward. The protestors did not have a permit to assemble or to march.
