MEMORANDUM OPINION AND ORDER
CASTILLO, District Judge.
This opinion addresses Plaintiffs Elton Gates and Luster Nelson’s (“Plaintiffs”) Motion to Reconsider this Court’s May 19, 2004 Order dismissing their complaint pursuant to Federal Rule of Civil Procedure 12(b)(6) for failure to state a claim. (R. 17-1.) Plaintiffs’ Amended Complaint alleges that Officers Towery, Galiardo, Echols, and Collier, Superintendent Cline, Cook County State’s Attorney Richard A.
