The Statute ch. 277 of the Public Laws of 1901 entitled “An Act relating to Hawkers and Peddlers” provides in § 1, that no person shall go about from town to town, or from place to place in the same town, exposing for sale or selling, certain enumerated merchandise, until he shall have procured a license so to do as thereinafter provided. Section 2 provides that the Secretary of State shall grant such license to any person who files in his office a *70specified certificate of good moral character, but not to any other person.
