*594Respondent, a long time Oregon educator, seeks judicial review of a final order revoking his teaching and administrator licenses.1 The Teacher Standards and *230Practices Commission (TSPC) revoked those licenses in 2015, several years after respondent retired as principal of Astoria High School. TSPC concluded that respondent had committed gross neglect of duty 11 years earlier, in 2004, for failing to investigate allegations of an inappropriate relationship between a teacher and a student at the high school.
