MEMORANDUM OPINION AND ORDER

Beverly L. Burgett ("Burgett") brings this action against the United States Department of Treasury, Internal Revenue Service (the “IRS”), and Henry M. Paulson Jr., Secretary of the Treasury (“Paulson”), (collectively “Defendants”). 1 Burgett alleges race and gender discrimination in violation of Title VII of the Civil Rights Act of 1964 (“Title VII”), 42 U.S.C. § 2000e et seq.
