This cause is here on exceptions of Citizens Utilities Company to findings of fact and a certificate of the Public Service Commission establishing the natural minimum and maximum water levels of Lake Seymour.

Section 1 of No. 197 of the Acts of 1951 reads as follows:

“Section 1. Public service commission to establish levels. On or before September 15, 1951, the public service commission shall ascertain and establish the natural maximum and minimum levels of Lake Seymour at the outlet, excluding from its determination of such levels the effect on natural conditions disturbed by blasting of the…
