This appeal concerns the application of the Registration and Community Notification Law, N.J.S.A. 2C:7-1 to -5 (Registration Law) and N.J.S.A. 2C:7-6 to -11 (Community Notification Law), collectively known as Megan’s Law, to a juvenile who pled guilty in 1996 to conduct that, if committed by an adult, would constitute the crime of second-degree sexual assault in violation of N.J.S.A. 2C:14-2c(1).
