MEMORANDUM OF DECISION
ORMA R. SMITH, District Judge.
This action is before the court upon the plaintiffs’ motion for an award of attorney’s fees and litigation expenses, pursuant to 42 U.S.C. § 1988. The record in this case reveals that a nonjury trial was conducted from August 27,1979, to September 6,1979, and the case was then taken under advisement. On April 2, 1980, the court issued a Memorandum of Decision, concluding that the plaintiffs were entitled to a substantial amount of their requested injunctive relief. Loewen v.
