Petitioner, who is presently in the custody of the Immigration and Naturaliza tion Service (“INS”) at the Federal Detention Center in Oakdale, Louisiana, pending his removal to Jamaica, has filed a Petition for Writ of Habeas Corpus and Motion for Emergency Stay of Deportation.
