This action was instituted by the California Employment Commission under authority of the California *628Unemployment ■ Insurance Act (Stats. 1935, p. 1226; as amended, Deering’s Gen. Laws, 1937, Act 8780d) to recover unemployment compensation contributions, together with interest and penalties, from the Butte County Bice Growers Association upon the basis of wages paid by the association to- certain employees during the period February 14, 1937, to September 30, 1939.
