Arrested for murder, Tommy and Charlie Gill were held in custody for over ninety days without being formally charged with an offense. Appellants filed applications for writs of habeas corpus alleging that, under Texas Code of Criminal Procedure article 17.151, they were entitled to release on a personal bond or a reduction of bail.
