The opinion of this Court handed down on September 24, 1980, is withdrawn, and the following opinion is substituted.
The City of El Paso, as appellant herein, appeals from the judgment of the trial court which affirmed in part and reversed in part the order of the Public Utility Commission of Texas in Re: The Application of El Paso Electric Company for a Rate Increase, Docket No. 1981 (hereinafter EPEC).
