The Borough of Hanover (Borough) appeals the order of the Court of Common Pleas of York County (trial court) denying the Borough’s Petition for Review of Arbitration Award. The Borough petitioned the trial court to vacate that portion 1 of the Arbitration Award giving post-retirement health insurance to present employ ees of the Hanover Borough Police Department (Police Department).
