Appellant, an inmate of the District of Columbia Jail, filed in the District Court a “petition for writ of declaratory judgment,” naming as defendants Kenneth L. Hardy, Director of the Department of Corrections; Charles M. Rodgers, Acting Superintendent of the District of Columbia Jail; and two Corrections Officers at the jail.
