The exercise of judicial power in this appeal requires us to balance the public interest in the full disclosure of election financing against the public interest in maintaining the confidentiality of grand-jury proceedings. In State v. Doliner, 96 N. J. 236, 475 A.2d 552 (1984), we set forth standards governing disclosure of grand-jury materials to government agencies prosecuting civil actions.
