This matter comes before the court on a procedural challenge to the legislative action taken by the Latimore Township Board of Supervisors on March 4, 2002. A number of property owners argue that the legislative action adopting the township’s zoning ordinance was procedurally defective and, therefore, invalid. Although the factual background in this matter is not in dispute, there is substantial argument concerning the meaning and significance of certain actions taken by the supervisors.
