This case stems from a challenge to the results of the March 2018 special election for the mayor of the City of Blythe, wherein Appellee Phillip Stewart defeated Appellant Cynthia Parham by a margin of four votes. Appellant filed a petition contesting the election results, alleging that illegal votes had been cast in the mayoral election.
