This appeal brings into focus difficult questions relating to the evolving uses and purposes of Federal Rules of Civil Procedure (Fed.R.Civ.P.) Rule 11 sanctions, the more narrow statutory function of sanctions permitted under 28 U.S.C. § 1927, and differences between the twp.
