Appeal from Wayne; Mandell, Hosmer, Murphy, Rohnert, and Donovan, JJ. Bill by John E. Bird, attorney general, on the relation of Joseph L. Hudson and others, against the city of Detroit to restrain the enforcement of an ordinance. From a decree for complainant, defendant appeals.

This is a bill filed by the attorney general, on relation of certain taxpayers of the city of Detroit, praying an injunction to restrain the enforcement of an ordiriance of that city, the first section of which reads as follows:

“Section 1. That hereafter eight hours shall constitute a day’s work for all laborers, workmen, mechanics, steam engineers and engineers’ assistants, who may be employed by or in behalf of the city of Detroit, or any of its authorized boards or officers, or who may be employed by contractors or subcontractors in work done or executed *526under contracts with the said city…
