Charles Edwards brought this action for a declaratory judgment that he was illegally discharged as chief of police of the City of Marion, or in the alternative that he was illegally discharged as a member of the City of Marion Police Department, for the purpose of determining his right to pension benefits and recovering salary accrued from the date of his discharge.
