This case presents challenging issues of administrative and insurance law over which this panel has struggled, as shown by the fact that we resolve this appeal by *366issuing three opinions — a very rare occurrence in this Court. I respectfully dissent from the decision to vacate the opinion and order of the lower court. I conclude that the lower court properly entertained plaintiffs’ original action challenging the legality of the Office of Financial and Insurance Services (OFIS) rules.
