Charles Victor Thompson was convicted by a Texas jury of capital murder and sentenced to death. After direct appeal and collateral review in state court, he petitioned the federal district court for a writ of habeas corpus, challenging the constitutionality of his conviction and sentence. The district court denied relief. Thompson now seeks a certificate of appealability (COA). We grant a COA on Thompson's second claim concerning the testimony of a state witness during his retrial on punishment. We otherwise deny his application for COAs on all other…
