DECISION AND ORDER Pro se Plaintiff Sobir Aliev filed this action against the United States Postal Service (“USPS”) on August 28, 2019. Dkt. 1. USPS moved to dismiss pursuant to Federal Rule of Civil Procedure 12(b)(1) for lack of subject matter jurisdiction and Rule 12(b)(6) for failure to state a claim. Dkt. 10.
