In a Decision and Order dated October 30, 2001 (hereinafter the “Decision”), 1 this Court honored a “Suggestion of Immunity” filed by the United States on behalf of defendants Robert Gabriel Mugabe (“Mugabe”) and Stan Mudenge (“Mudenge”), respectively President and Foreign Minister of Zimbabwe.
