The City of Hastings, Nebraska (hereinafter called City) seeks review of an “Opinion and Order” of the Federal Power Commission (hereinafter called Commission) dismissing the City’s complaint against Kansas-Nebraska Natural Gas Company, Inc. (hereinafter called Kansas-Nebraska).
