The Foggy Bottom Association (“FBA”), a community organization comprised of property owners and residents of the Foggy Bottom area, asks us to review an order of the District of Columbia Zoning Commission (“Commission”) which approved two applications submitted by the George Washington University (“GW,” or “University”) related to new development planned for its Foggy Bottom campus.
