Article 214 of the Constitution of 1879 (article 239 of the present Constitution) authorized the Legislature to-create levee districts, and to provide for the appointment or election of levee commissioners, who should have charge of the levees of the district; and article 46 of said Constitution (article 48 of the present Constitution) provided that the prohibition against the creation of corporations by special act should not apply to the organization ,of levee districts.
