HARRIS, Associate Judge:
Appellant entered an Alford plea 1 to a charge of possession of narcotics in violation of D.C.Code 1973, § 33-402. When he subsequently moved for the return of money which had been seized from him at the time of his arrest, the trial court determined that it could not order the return of appellant’s property because what the court considered to be the proper parties, the police and the District of Columbia, were not before it.
