This appeal concerns the proof required to establish that an illegal alien is eligible for asylum under Section 208(a) of the Immigration and Nationality Act (the “Act”). 8 U.S.C. § 1158(a) (1994). Ade laide Abankwah (“Abankwah”), a native of Ghana, petitions for review of an order of deportation and a denial of applications for asylum and withholding of deportation by the Immigration and Naturalization Service (“INS”).
