The plaintiff-appellant, LaFarge Corporation (“LaFarge”), initiated this action seeking a declaratory judgment that Travelers Indemnity Co. (“Travelers”) and a number of other insurance companies 1 were under a duty to defend and indemnify it against claims by the United States Environmental Protection Agency (“EPA”) concerning the maintenance of a toxic waste disposal site in Tampa, Florida.
